Responsible Management of Public Money

Gillingham Town Council is committed to the highest standards of financial governance, ensuring that public money is managed with due care, transparency, and integrity. As a council with the General Power of Competence and a precept of £1,123,850 we understand our responsibilities in managing public funds prudently and in accordance with statutory requirements.

The Council adopts and regularly reviews its Financial Regulations, based on the NALC Model Financial Regulations 2024, to ensure robust procedures are in place for budgeting, procurement, authorising payments, and financial reporting. All financial decisions are made with reference to best practice guidance from the National Association of Local Councils (NALC) and the Joint Panel on Accountability and Governance (JPAG) as set out in the Practitioners’ Guide.

We maintain a clear audit trail of all income and expenditure, and we are subject to both internal and external audits each financial year. Our budget and precept-setting processes are transparent and subject to public scrutiny, and we publish key financial documents, including the Annual Governance and Accountability Return (AGAR), to demonstrate accountability to our residents.

Members of the Council receive regular reports to monitor financial performance and ensure decisions reflect best value. We also maintain appropriate reserves to support future investment and manage financial risk responsibly.

In managing public money, the Council upholds its duty to ensure that every pound spent delivers value for the community and supports the Council’s strategic priorities.
